Legal immigration to the U.S. has slowed considerably since the Great Recession began, according to a newly released report by the Paris-based?Organization for Economic Co-Operation and Development.
While previous years had seen net migration gains for the U.S. on the order of 5 percent, the 2009 fiscal year only saw a net migration increase of 2 percent, or approximately 1.13 million now permanent-resident immigrants.
Population movements appear largely tied to immediate economic opportunity, meaning the more opportunity there is in a country, the more immigrants will come. But, as the?Wall Street Journal reported at the beginning of the Great Recession, the U.S. now has fewer opportunities for immigrants. Immigrants who worked in construction, hotels and other blue-collar jobs were badly hit at the outset of the current recession, while remedial jobs such as gardening remained secure.
This comes on the heels of another report, by Pew Hispanic Center, which showed the illegal Mexican population in the U.S. has declined since 2008 and that illegal border crossings and visa violators have declined to fewer than 100,000 in 2010, reports?The New York Times. Between 2000 and 2004, illegal border crossings and visa-violators reached a rate of roughly 525,000 annually.
The OECD has chalked up much of the decline in migration rates to the present economic struggles of the U.S, with conditions in Mexico having improved considerably over the previous decade. According to a?UNICEF report, quality of education services, particularly for pre-school aged children, may have been improving in Mexico as early as 2007.
How this will affect the U.S. economy is yet to be seen. Last year,?Newsweek reported that 74 percent of Americans said immigrants hurt the economy, but most economists and many policy makers disagree.
The U.S. immigrant population has historically lead the way in entrepreneurship and economic innovation. Firms such as Yahoo, eBay and Google were founded by immigrants, as pointed out by the?Wall Street Journal.
Some are looking to immigrants as a wave to boost a stagnating recovery. Indeed, New York City Michael Bloomberg and Michigan Governor Rick Snyder will be attending a conference advocating for increased migration of immigrants to Detroit and other depressed areas in Michigan, according to Detroit News
According to the OECD, foreign born men in the United States actually had a lower rate of unemployment at 10 percent in 2009 than native born men, at 11.3 percent the same year. This marks the second year during the previous decade when foreign born males had a higher rate of employment than their native born counterparts. This first happened in 2005.

Several prisons and schools have been closed nationwide due to suspected asbestos contamination, which has many concerned about the health and safety of the individuals who spent time within the contaminated walls.

The most recent school closure outside of Boulder, Colo. resulted in a school-wide evacuation and class cancellation until the risk could be evaluated. During a million renovation, asbestos was suspected to be found in Niwot High School, a high school outside of Boulder, Colo.
Asbestos was commonly used in the construction of older buildings before it was outlawed, however it is often not discovered until costly renovations years later. Removal is a time-consuming and costly process that should only be conducted by a license professional to avoid exposure. A school district in Ohio, among other districts has requested additional assistance to pay for the costly asbestos removal. Because many of these renovations are reliant on taxpayer approval, many of these costly projects are unable to find the additional funds necessary to remove the asbestos.
Demolition of asbestos-contaminated buildings can cause those involved to suffer from the after effects, as illustrated by the 9/11 attacks on the World Trade Center. Many lawsuits and health-related problems have been reported among the emergency personnel who responded, dubbing the side effects as the ?World Trade Center Cough.? The toxic Ground Zero dust contained asbestos fibers and other contaminants as illustrated as the lack of improved lung function among the responding EMTs and firefighters. It is clear that controlled asbestos removal is a vital precaution, although more research is needed to determine the life-long effects.
Luckily, many of the school and prison closures have been temporary, with limited if any exposure to students and staff. Spurs' Sandro out for three months after knee op (AFP)
LONDON (AFP) ? Tottenham Hotspur midfielder Sandro will be out of action for three months after undergoing knee surgery, his club revealed on Saturday.
Sandro returned to London earlier this week after suffering the injury on international duty with Brazil at the Copa America in Argentina and went in for the operation on Friday.
The 22-year-old will miss the start of the Premier League season while he recovers and a statement on Tottenham's website confirmed: "Following consultation with an independent knee specialist, Sandro underwent surgery on his left knee in London.
"Sandro withdrew from Brazil's Copa America campaign on Tuesday due to injury with scans confirming he had torn his lateral meniscus, as well as suffering a calf strain.
"The specialist has advised a three-month rehabilitation period before a return to full training."
Sandro was sent for a scan after complaining of pains in both his calves and his knee in training with Brazil.
Results initially showed the midfielder had ruptured the meniscus in his left knee -- an injury which requires surgery and usually takes around a month to heal -- but specialists delivered a worse prognosis for Spurs and he will be out for three months.
Sandro has become a popular figure at White Hart Lane since his move to the club in March 2010.
The Brazilian, who signed from Internacional, played 26 times for Harry Redknapp's team last term, and made his international debut in 2009.

Giffords brings in more than $280K in 3 months (AP)
TUCSON, Ariz. ? Rep. Gabrielle Giffords received more than $280,000 in campaign contributions between April 1 and June 30 even as she remained out of the public eye while recovering from a gunshot wound to the head.
Documents filed with the Federal Election Commission show the Arizona Democrat had more than $787,000 in the bank at the end of June to fund a 2012 re-election campaign. Giffords won a third two-year congressional term last November.
She was shot on Jan. 8 as she met with constituents at a Tucson grocery store and has been in rehabilitation. Six people were killed, and Giffords and 12 others wounded.
Giffords political director Jessica Schultz said Friday the congresswoman's friends and colleagues have been making sure she has the resources so she can return to work.

In Michigan, under MCL 257.709, window tinting may be limited to rear side windows, the rear window if the vehicle has outside mirrors on both sides, and the top 4 inches of the front side window. In Michigan there is no specificity for the darkness of the windows, however, applications with a solar reflectivity greater than 35% is prohibited.

There is an exception for medical necessity in which MCL 257.709(3)(e) allows for front side window tinting if you have a letter signed by a physician or optometrist indicating that the tinting is necessary for medical purposes. However, the window treatment can not interferes with or obstruct the driver?s clear vision. Also, if you have tinted windows under this exception, no one other then you (the person in which the letter was given to) is allowed to drive that vehicle.

Because of the high injury rate in mixed martial arts, the UFC is always looking for reinforcements. Jake Rosholt wants to be one of those guys.
The former NCAA Div. I wrestling champ at Oklahoma State was released by the promotion in 2010. Tonight, he takes on veteran Matt Horwich. Rosholt is 4-1 with a no contest since his departure, but that loss came against Horwich.
"[I take] nothing away from Horwich; he whipped my ass last time," Rosholt recently told MMAjunkie. "But it's going to be a completely different fight. I'm going in with a different mindset, just a different swagger, and I got a lot of confidence right now. I'm fighting good, and it's going to take a hell of a man to stop me."
Rosholt (11-3, 1 NC, 1-2 UFC) wants back in with the major leagues.
"I don't see why not (if) I go out there and put on a good performance," he said. "This would be like six wins in a row against a tough guy ? a guy that's beat me before ? so it's the first hurdle that I've had to jump in my career. It'll be a great test for me and damn sure a big stepping stone to get myself back in the UFC."
The card in Frisco, Tx. airing tonight on HDNet (9 p.m. ET) also includes former UFC heavyweight champ Ricco Rodriguez. Bladder Cancer Patients Not Getting Recommended Care: Study (HealthDay)
TUESDAY, July 12 (HealthDay News) -- Most patients with a certain type of bladder cancer don't get the recommended treatments, which greatly increases their risk of experiencing a recurrence of their disease, researchers say.
New research published online July 11 in Cancer showed that just one of 4,545 people with high-grade, noninvasive bladder cancer was treated according to the comprehensive care guidelines set by the American Urological Association and the National Comprehensive Cancer Network.
All of the patients had primary bladder cancer that had not yet invaded their bladder muscle. These people have up to a 70 percent chance of their cancer returning after treatment, and as much as a 50 percent chance of the cancer becoming more aggressive and spreading to surrounding organs after initial treatment. Following the treatment guidelines in full may protect patients from potentially fatal cancer recurrences, the study authors said.
But the treatment guidelines are complex, and it's all or nothing, said study author Dr. Karim Chamie, a postdoctoral fellow in urologic oncology and health services research at the University of California, Los Angeles Jonsson Comprehensive Cancer Center.
"You have to do it all or you might as well not do anything," he said.
When a patient has a high-grade cancer, it means the cells show greater abnormality than cells from a low-grade tumor.
The guidelines for this grade of bladder cancer call for an initial injection of chemotherapy drugs directly into the bladder to kill cancer cells along with an intense follow-up surveillance schedule that involves using a scope to assess the bladder (cystoscopy) and urine testing (cytology) every three months. The chemotherapy shot should be followed by a six-week course of Bacillus Calmette-Guerin (BCG) treatment, which creates an inflammatory response and causes the body to attack the bladder cancer. Imaging of the upper urinary tract with a CT scan, MRI scan or renal ultrasound is also recommended at diagnosis and every two years thereafter.
This would mean each patient receiving eight cystoscopy exams, eight urine tests, two upper urinary tract imaging exams, one chemotherapy shot and six BCG treatments in the two years after their diagnosis, according to the report.
Compliance with the guidelines had little to do with the patients' age, race or economic status. Instead, it was about the doctors who were treating them, the researchers said. The guidelines may not be reaching the urologists at community hospitals, which is where the majority of people are treated, they concluded.
Full adherence to the recommendations "only happened for one person in the study," Chamie said.
When researchers relaxed the standard to one cystoscopy, one cytology and one injection of BCG during the two-year follow-up, 37 percent of patients received the recommended treatment, and just 58 percent of doctors followed these less-strict guidelines on any one patient within two years.
Ongoing research suggests that following these comprehensive care guidelines may confer a survival edge for people with bladder cancer, he said.
Dr. H. Barton Grossman, professor and deputy chairman of the urology department at M.D. Anderson Cancer Center in Houston, said the guidelines described in the new study "are arbitrary and set the bar too high so it looks like everyone failed."
That said, even when the study authors relaxed the standards, they still were not met, Grossman said.
The authors' suggestions for boosting compliance rates included modifying reimbursement rates and conducting additional research to identify barriers to comprehensive treatment.
