Michigan Municipal League, Other Organizations Call for Full and Guaranteed Replacement of Personal Property Tax Revenue if it is Cut

Scrapping the Michigan Personal Property Tax (PPT) without guaranteeing replacement funds for local services and schools would harm public school students, counties, libraries and police and fire protection across the state, a coalition of mayors and county and school officials warned during a press conference in Lansing Sept. 8, 2011. In addition, eliminating the PPT without guaranteeing replacement funds for local purposes would severely limit the ability of local governments and school districts to issue bonds for future capital projects and jeopardize their payments on existing debt, the Replace Don?t Erase coalition cautioned at a news conference today. Because PPT revenues go to local governments and schools and may not be touched by the legislature and governor, the revenues are viewed as stable funding sources by banks that finance large municipal projects. The event was attended by members of the media as well as numerous Michigan mayors and public officials. Florida prepares for Tropical Storm Isaac on eve of GOP convention

MIAMI (AP) ? Officials organized shelters and urged vacationers to leave the Florida Keys as Tropical Storm Isaac approached on Saturday, though preparations farther north focused on getting ready for the Republican National Convention.

Gov. Rick Scott declared a state of emergency to make sure local and state agencies would be ready. The governor said during a media briefing that delegates were being told on how to stay safe during a storm, and officials were ready for storm surge, bridge closures and other problems that could arise during the convention. He also said he was in close communication with local, state and federal agencies, as well as convention officials.

"We are a hospitality state. We know how to take care of people and we want to ensure their safety," Scott said Saturday.

A hurricane warning had been issued for the Keys, though it was still a sunny day in Tampa. Forecast models show Isaac won't hit Tampa head-on, but the storm will still likely lash the city with rain and strong winds just as the convention ramps up. Protests were to start in full force on Sunday afternoon, and demonstrators have vowed that they will make their presence known rain or shine.

Isaac was blamed for at least three deaths after dousing flood-prone Haiti and was expected to scrape eastern Cuba on Saturday. It was forecast to hit the Keys late Sunday or early Monday, and it then could bring stormy conditions to Florida's west coast before moving to the Panhandle.

Still, the storm was days away from the Panhandle. It was sunny and breezy on the beach Saturday in Pensacola, with people out strolling and playing in the sand. Condo associations told people to move furniture inside, but full-scale preparations hadn't yet begun. Waves weren't yet big enough for surfers.

When the storm hits, strong winds will be "enough to knock you over" and produce severe thunderstorms, said National Hurricane Center spokesman Dennis Feltgen.

Storm surge and tornadoes also are possible when Isaac hits, and winds could topple power lines and lead to lengthy power outages, Feltgen said. The Panhandle already has had a wet summer, so potential flooding was especially possible there.

Schools, airports, parks and beaches across South Florida closed ahead of the storm. In the Florida Keys, officials said they would open storm shelters and urged vacationers to leave. State officials warned Isaac was a massive storm ? even though the eye may not pass over Tampa, tropical storm-force winds extended 230 miles from the center.

Officials were handing out sandbags to residents in the Tampa area, which often floods when heavy rainstorms hit. Sandbags also were being handed out in Homestead, 20 years after Hurricane Andrew devastated the community there. Otherwise, however, convention preparations were moving ahead as usual.

Groups including Code Pink, People for the Ethical Treatment of Animals, the AFL-CIO union and Planned Parenthood have already started arriving in Tampa, regardless of the forecast.

Police said even heavy rain could reduce the protesters' ranks, and could also bring relief from another worry: extreme heat.

Flooding and beach erosion is also a concern for southwest Florida. The hurricane warning included the west coast of Florida from Bonita Beach southward.

ON Semi to cut 250 jobs, cancel senior executives' bonuses

(Reuters) - Power-management chipmaker ON Semiconductor Corp said it will cut about 250 jobs and cancel annual cash bonuses for senior executives, including its CEO and CFO, to reduce costs in a weak economic environment.

ON Semiconductor, which earlier this month reported second-quarter revenue below analysts' expectations on lower orders, is struggling with poor performance at its Sanyo segment.

"The one specific segment that ON is trying to fix is the Sanyo acquisition. It is a business that has been losing money since the acquisition," Robert W Baird & Co analyst Tristan Gerra told Reuters.

The company acquired Sanyo Semiconductor Co Ltd in January 2011 for about $500 million including debt. The division designs, manufactures and sells radio frequency and power-related components used in flash memory devices and touch sensors.

ON had cut 10 percent jobs in the Sanyo division in the second quarter.

Sanyo's business was not growing at the time of the acquisition and it was further impacted negatively by the Japanese earthquake and the Thai floods, Gerra said.

Japanese companies, which are Sanyo's biggest customers, have also not been doing well, he added.

Sony Corp and Canon Inc have cut their full-year operating profit forecast on a strong yen and a weak global economy.

Panasonic Corp, another major customer, slashed workforce by 36,000 last year and is expected to continue cutting jobs.

ON expects to complete most of the job cuts in the current quarter and take a related charge of $11 million to $14 million, it said in a regulatory filing on Wednesday.

The company had a global workforce of 19,442 last year, according to its annual report.

A weak spending environment has pushed several chipmakers into a rough patch, with ON's rivals such as Fairchild Semiconductor International Inc and Cypress Semiconductor Corp forecasting weak growth.

ON Semiconductor shares, which have fallen 14 percent since the beginning of the year, were trading flat at $6.59 on the Nasdaq.

Akin releases new campaign ad asking for ?forgiveness? (VIDEO)

Facing a fury of calls from his own party to drop out of the Missouri Senate race--and a 5 p.m. (CT) deadline to do so--embattled Republican Congressman Todd Akin released a new campaign ad early Tuesday apologizing for his comments about "legitimate rape"--and asking for forgiveness.

"Rape is an evil act," Akin says in the 30-second ad. "I used the wrong words in the wrong way and for that I apologize. As the father of two daughters, I want tough justice for predators. I have a compassionate heart for the victims of sexual assault. I pray for them. The fact is rape can lead to pregnancy. The truth is rape has many victims. The mistake I made was in the words I said, not in the heart I hold. I ask for your forgiveness."

On Monday, Republican leaders called for Akin to abandon his campaign against Democratic incumbent Claire McCaskill, and Mitt Romney condemned the "legitimate rape" remarks.

"Congressman's Akin comments on rape are insulting, inexcusable and, frankly, wrong," Romney said. "Like millions of other Americans, we found them to be offensive."

Akin then canceled a scheduled interview with CNN's Piers Morgan. Morgan proceeded to open his primetime show with a shot of Akin's empty chair, calling the embattled Republican Senate candidate a "gutless little twerp" for cancelling the sit-down.

"Congressman, you have an open invitation to join me in that chair whenever you feel up to it," Morgan said. "Because if you don't keep your promise to appear on the show, then you are, what we would call in Britain, a gutless little twerp."

Earlier Monday, several news outlets--including Buzzfeed--reported that Akin would withdraw from the race before Tuesday's deadline.

In an interview on Mike Huckabee's radio show, Akin apologized for his "legitimate rape" comments, but said he wouldn't drop out of the race. "I'm not a quitter," Akin said.

Following the Huckabee interview, Akin tweeted: "I am in this race to win. We need a conservative Senate."

Akins' new campaign ad hits the airwaves a day after the powerful conservative super PAC Crossroads GPS announced it was pulling its advertising money from the Missouri Senate race amid the political firestorm Akin's comments created.

Your state?s database of company names ? this should be done before you register your business within your state.

The reason you need to carry out both checks is that some companies may register with one but not the other. For example, a firm might only be registered with their state, and not the US Patent and Trademark Office (USPTO). Even though the trademark isn?t officially registered, it could still cause problems later on if your business starts trading in the same state as the company that already uses your chosen name.

Registering your Name

Once you?ve identified a suitable name, the next step is to incorporate your company as a sole proprietorship or an LLC, something that automatically registers your new business with your state. As part of this application process, the state will check that the name you have chosen is unique ? confirming what you know already (don?t be tempted to just leave the state to check for you of course, because this will only delay the launch of your business if it turns out your name is already being used).

Once approval has been granted, that means your chosen business name is yours and yours alone ? but only within your state.

For those who don?t envisage their business expanding beyond the state?s borders (for example, if your business is a hair salon), then state-level protection might well be enough. However, if you plan on selling products or providing services out of state, then you should also consider getting a trademark on your name.

Registering a trademark

There?s no legal requirement to register a trademark for your business, as you are automatically entitled to common law rights as an owner when you start trading under your name. However, there are a number of advantages to registering with the USPTO.

The biggest advantage is that a trademark offers much more protection than ?common law? does. This makes it far easier to protect yourself against other companies that begin trading under your name or a close variation of it, or if someone takes your company name on websites like Twitter or Facebook.
In addition, a trademark can attain significant value over time as your business goes from strength to strength. Eventually, you could even decide to sell your trademark to a third party. Of course, this cannot be done if you haven?t registered it.

Registering with the USPTO is fairly complex however, and it isn?t exactly cheap either. You can file an application online through the USPTO?s website. Application fees cost around $325 per class, and so you will need to read through the site?s FAQ to determine the most suitable trademark class for your business. The process will take from 6 months up to 12 months, so it?s vital that you check your trademark is not already in use ? if it is used by someone else, your application will be rejected, you?ll lose the application fees, and you?ll have to start the whole process again from scratch.

Bear in mind that while registering a trademark is expensive and time consuming, obtaining one will ensure that your company?s rights are protected by both state and federal governments. You may decide it?s not necessary to register a trademark, but doing so is by far and away the best method of protecting your company?s brand and image.

In my blog last week, Get Savvy: 10 Tips to Help You be Successful in Business, I talked about the things that I feel have helped me make my business successful. Once I accepted the fact that I didn?t have all the answers and that I needed to find the right people to help me move my business forward, I still hesitated. I didn?t want to spend the money. I was frightened and I thought that I needed to make the money first before I spent it.

If you agree with this, I can tell you honestly that this ends up being a merry go round that will not move you forward. There comes a time when you need to make the decision to have a real business not just a hobby. Real business owners invest and re-invest in their business. There comes a time when you realize that if you want the career you know you deserve, you need to invest in yourself to help you move forward.

Taking the risk and using credit to pay for the services I needed was really scary to me. I was brought up to pay off credit cards and not carry balances; not to extend myself beyond what I could comfortably cover each month. So I was stuck. I knew that I needed some guidance but I wouldn?t take the risk or invest in myself to get that help.

But there was much more going on.

I had to address my issues about money. What did I learn from my parents about money that might be holding me back? Do you know what your money issues are?
I had to face my own insecurities about the ability to make the money in the future to pay my bills. If you are unwilling to invest in your career and business, what does that say about your faith in your ability to be successful?
I had to come to terms with my own relationship to success. Was I more comfortable playing small? What is your comfort zone?

I can tell you now that I have faced these issues head on and continue to work on them. I have invested big time in my business and it has made a huge difference. For one thing, I have learned valuable information that I would not have otherwise had at my disposal. I?ve also found that it?s much easier to ask my potential clients to invest my services because I?ve done it myself and have reaped the benefits.

If you really want a successful business and career, then step up and do what you need to do to get there. Step up and face your issues, invest in yourself and recognize that it could be you, and no one else that is holding you back from what you want.

Russian police pursuing other members of Pussy Riot

MOSCOW (Reuters) - Russian police are hunting for more members of the Pussy Riot punk rock band, a spokeswoman said, signaling further pressure on the group despite an international outcry over jail terms for three women who protested in a church against Vladimir Putin.

The Russian president's critics condemned the court proceeding that yielded the two-year prison sentences on Friday as part of a clampdown on a protest movement and reminiscent of show trials of dissidents in the Soviet era.

Police said on Monday they were searching for other members of the group over the February protest at Moscow's Christ the Saviour Cathedral, but had not yet identified the suspects.

They did not say how many people they were looking for, nor whether they faced arrest and charges. Five members of the anonymous feminist punk group stormed the church altar in brightly colored balaclavas, mismatched dresses and wielding an electric guitar, but only three were arrested and tried.

Although the search was launched before Friday's verdict, the determination of police to pursue other Pussy Riot members suggested the Kremlin would keep the heat on the band despite the furor over the punishment imposed on the three young women.

A lawyer for Pussy Riot, Mark Feigin, said he believed police knew the identity of the other two women and had video surveillance footage of them walking into the church.

He said the search handed police a tool to put pressure on any of Pussy Riot's 10 plus members continuing its protest. "If you put some unidentified persons on the wanted list, then you can arrest whoever you want in a balaclava," he said.

In an interview last week, other members of Pussy Riot - their faces hidden behind colorful masks like those worn during the "punk prayer" - said the trial had only strengthened their resolve to stage new protests.

On Friday, the band released a new song entitled "Putin is Lighting the Fires of Revolution."

Nadezhda Tolokonnikova, 22, Maria Alyokhina, 24, and Yekaterina Samutsevich, 30, were convicted of hooliganism motivated by religious hatred over their performance of a "punk prayer" urging the Virgin Mary to rid Russia of Putin.

A police spokeswoman said other unidentified members of Pussy Riot were being sought under a criminal case that was now separate from that against the three performers who were tried.

NO OFFENCE TO DEVOUT, PROTESTERS SAY

Tolokonnikova's husband, Pyotr Verzilov, said Pussy Riot members remaining at large want "normal lives" and painted the police statement as part of a wider Kremlin crackdown on opponents who hope to stage mass street protests in the autumn.

"Putin likes the taste of repression," he told Reuters.

Tolokonnikova, Alyokhina and Samutsevich said they had sought to protest against Putin's close ties with the Russian Orthodox Church and had not set out to offend believers.

Slovenian philosopher Slavoj Zizek, whose works are being read by Samutsevich in jail, said the trial showed Russia's system of power was "immensely fragile" and likened Pussy Riot to dissident poets in the era of Soviet dictator Josef Stalin.

"The greatest appreciation for poetry in Stalinism was that you could have been shot for a poem," Zizek said in Moscow.

The United States, European Union and several nations have called the sentences disproportionate, and Washington has urged Russian authorities to "review" the case.

Russian Foreign Minister Sergei Lavrov, asked about the Western criticism, warned against interference in judicial affairs and said people should not "go into hysterics" about the case. He denied accusations that the trial was politically motivated and said the women could still appeal.

"Let's not draw hasty conclusions or go into hysterics."

Putin himself, an ex-KGB spy who returned to the presidency for a third term on May 7 after a four-year spell as prime minister, said before the sentences were pronounced that the women did "nothing good" but should not be judged too harshly.

They have already been in jail for about five months, meaning they will serve another 19 but could be freed if Putin were to pardon them. The Orthodox Church signalled it would accept such a move by appealing, belatedly, for mercy.

Madonna denounced on Saturday the jail terms imposed on the three women. She said they were being sent to a "penal colony for ... a 40-second performance extolling their political opinions".

Astronauts go spacewalking to hang station shields

CAPE CANAVERAL, Fla. (AP) ? Astronauts are spacewalking outside the International Space Station for the first time in half a year.

Monday's spacewalk got started late because of a leaky valve on the Russian side of the orbiting outpost. The crew had to reopen the air lock and check the seals to ensure a tight fit, before Russians Gennady Padalka and Yuri Malenchenko could go out. Padalka assured Moscow flight controllers they were in no rush. But he admitted it was boring to wait an extra hour.

The two spacewalking pros will attach shields to protect against space junk. The panels were supposed to go up during a spacewalk in February, but got put on hold. The men also will move a crane and release a small satellite, all Russian-based work.

Lynx drub Washington for happy homecoming

Of all the problems that can develop during a long hiatus, overexcitement had Lynx coach Cheryl Reeve most concerned.

"I had to talk to them about being energetic ... not spastic," Reeve said before her team tipped off for the first time in 36 days. "We have to be poised and patient."

Reeve knew the vibe of her team would show quickly. The defense required a few minutes to warm up, while the WNBA's top offense didn't miss beat. Five Lynx finished in double figures, including the Olympic trio of Seimone Augustus (20 points), Maya Moore (17) and Lindsay Whalen (10). Monica Wright added 17 points and Rebekkah Brunson 11.

The well-rounded effort, which included a season-high 29 assists, is what most impressed Reeve. Other than a few miscues, it was hard to tell the team hadn't played together in more than a month.

Center Taj McWilliams-Franklin praised the level of play of her Olympian teammates, but was just as impressed with that of the eight who had remained in Minnesota for the long break.

"Our Olympians actually played and played well. That elevates our level of game," McWilliams-Franklin said. "It also helped that the eight players here played together and didn't have to step up a lot. We didn't want them coming to us and [feeling like] we were sluggish."

The big victory almost came at an even bigger cost. Two-time Olympic gold medalist Augustus silenced Target Center for a moment when she hit the ground midway through the third quarter. The guard was slow to get up, but limped off the court without help.

With no reason to push for a return, the sprained right ankle kept her out the remainder of the game. The Lynx (16-4) extended their lead to 30 points just moments after the guard was sidelined, but Augustus was ready to go if needed. She said after the initial shock of going down, there was nothing keeping her from returning if necessary.

"I'm injury-free," she said. "I was more scared when it happened then now."

The Mystics (4-16) led two minutes into the game at 6-4, but were steamrolled after that. The Lynx picked up the defense and went on an 11-2 run to end the first quarter.

"That was really, really good team effort after not being together so long," Moore said. "But we have high expectations."

A sold-out crowd praised the golden trio one final time before Friday's game. Whalen, Augustus and Moore proudly wore their gold medals to center court while the fans offered a standing ovation to thank them.

Though the players are ready to turn the page on their Olympic run, the hype remained throughout the evening. The team's mascot Prowl was presented a gold medal at halftime for his dunking theatrics and toured the stadium the remainder of the game posing for pictures with an American flag draped around his shoulders.

"I think the excitement should stay as long as [the fans] want it to," Moore said. "[Winning gold] is something that should not be taken lightly."

Thousands of Orthodox Poles on Saturday greeted Russian Orthodox Patriarch Kirill in Bialystok, eastern Poland, on the third day of his historic visit to the deeply Catholic country.

"This is a very important moment for us," said Anna Musiuk, who came with her two children and husband to greet the patriarch at the city's Holy Ghost cathedral, the largest Orthodox church in Poland.

"He is the head of a church with which we have good contacts and on a human level, he's a good man, with a good heart," she added.

At the cathedral, Kirill led prayers and called upon Orthodox faithful to preserve Christian values in their everyday lives.

"All the changes in life lead us to lose sight of our real goals. If we want to lead a complete life, everything which appears important, in reality has very little value," the patriarch declared before heading into the crowd to shake hands and offer blessings.

Eastern Poland, along the border with Belarus, is home to the country's largest community of Orthodox, who overall are a minority numbering around 500,000 of the predominantly Roman Catholic population of 38.2 million.

"We're very happy that people are taking notice that we, as Orthodox faithful, exist.

"In Poland, there is very little focus on the Orthodox Church. We're a minority, just a small percent of all believers, but we exist, we have children and organisations -- we're real Christians," Musiuk added.

From Bialystok, Kirill travelled on to Suprasl to visit the oldest Orthodox monastery in Poland dating from the 16th century.

Later in the day he visited nearby Hajnowka before celebrating mass for some 15,000 Orthodox faithful from Poland, Belarus and Ukraine at the holy mountain of Grabarka -- a revered site for the Orthodox where miracles are believed to have occurred.

On August 16 and 17 each year thousands of Orthodox pilgrims pray through the night at the site for the Feast of the Transfiguration of Jesus Christ, celebrating a biblical account of a miracle.

Many encircle an Orthodox chapel at the top of the mountain on their knees in a gesture of piety and gratitude. Faithful also gather at a spring reputed to work miracles to drink its water and fill up bottles to take home.

Before leaving faithful also erect crosses they bring with them on the mountain, creating a veritable crucifix forest.

Legend has it that when cholera broke out in 1710 in the nearby village of Siemiatycze, residents who fled to mount Grabarka and drank from the spring there survived. They later built a church and a convent at the site to mark the apparent miracle.

Kirill is expected to say mass once again Sunday morning in Grabarka before returning to Moscow in the afternoon.

On Friday in Warsaw, Kirill and leaders of Poland's Roman Catholic Church signed an unprecedented appeal for mutual forgiveness in an effort to put centuries of bloody history behind them and also took a robust stand against the secularisation of public life.

But the signature of the landmark document came on a day when a Moscow court sparked an outcry by sending Russian punk rockers Pussy Riot to jail for two years for their protest against President Vladimir Putin in Russia's main Orthodox cathedral.

Relations between Russian Orthodox church fathers and the Kremlin are known to be close.
