Willie Walsh to headline Business Travel Show | News | Breaking ...

Willie Walsh - chief executive of IAG and president of London Chamber of Commerce - will officially open the Business Travel Show next week.

Walsh will present a welcome address to thousands of corporate travel buyers and suppliers at 09:45 Tuesday February 5th on the show?s Centre Stage.

This will be followed by an open Q&A session.

The Business Travel Show, taking place in London on February 5th-6th 2013, is Europe?s main exhibition and conference for more than 6,000 corporate travel buyers, managers and bookers to source from more than 200 suppliers (including more than 30 airlines), learn and network.

Did Google make its latest Android statue out of chrome for a reason

When Google staffer Paul Wilcox started throwing pebbles at his girlfriend's office window, he never expected to be confronted by an angry giant Android made out of chrome. But crazy things happen at Mountain View all the time and Wilcox was quick to recover his composure.

"What have you done with my girlfriend?" he cried. And then, "why, of all things, are you made out of chrome?!"

Eventually Wilcox realized it was just a statue, recently put up in the mostly-green robot's honor, and that his girlfriend was safe and well. (Honestly, we just invented the whole girlfriend thing for dramatic effect, and we don't know where she works.) Anyways, the question remains: why this particular metallic finish? Is it to mark the constant updates to the Chrome browser on Android devices? Possibly. Or could it be, as MobileGeeks suggests, some oblique reference to Android apps running in a Chrome browser on some other OS? We don't know, but imagine this: an Android app running in a Chrome browser running as an Android app running in a Chrome browser... Freaky, right?

3 Things Your Business Should Spend On Before Social Media ...

Smart Business SpendingI have no doubt that you have already seen a dozen posts on the best Social Media tips and tricks for 2013, but before you start writing your must do list of Social Media I want to encourage you to spend money on three different things before you do.

Before I get into the three things you should spend on, I?m not saying that Social Media isn?t worth spending on, what I am saying is that it isn?t the priority that some Social Media ?guru?s? would have you believe.

Customer Service

This should be a no-brainer and yet for some reason here we are in 2013 and still companies think that a great Facebook page or a fun Twitter competition will some how make up for bad Customer Service. I think we can all agree the point of Social Marketing is to tap into the ?Word of Mouth? channel that already exists.

Businesses need to realize that the thing people talk about most is bad experiences and no where more than on Social channels. Investing in outstanding customer service will lead to happy and satisfied customers who are more than willing to recommend you. Zappo?s is often cited as a great example of a ?Social Business?. I call BS on that, what they are is a superbly customer focused business.? Investing in Customer Service is investing in your customers and they will show their appreciation with repeat business and repeat referrals.

Employees

How many times have you had a bad experience with a brand because of the point of human contact you had. Even the most patient of us (I should exclude myself from that statement because I have very little patience) who try to understand that the human being we are interacting with isn?t the company, they just work there and they are probably just following instructions.

The problem is that a lot of companies don?t see the connection between the point of contact and the point of sale. The person at the cash register isn?t just the operator and receiver of customer money. They are the face of your organization. Whether it is a can of beans or a sports car, people buy from people. Investing in employees makes great business sense, but it also makes for great customer experiences. As I pointed out above, providing great customer experiences leads to great customer commentary ? the same thing you are trying to achieve with that Facebook page, Twitter account, Instagram/Pinterest competition.

Education

A few years ago I was listening to Peter Shankman deliver a great session, he made one particular statement that has stuck with me ever since. He said that he was more than willing to pay for anyone who worked for him to take a writing course because communication is at the core of what we do.

He couldn?t be more right, but I would take it further. Invest in education for yourself, for your employees. Teach them skills that your business needs, give them the ability to do more for your business and you will retain them longer. Sure they will leave eventually and you will have to start again, but you?ll have to do that anyway. Investing in them will make them more invested in you. Don?t leave yourself out of the equation either. Many small business owners I have met have never held management positions, suddenly they have employees and beyond telling them what to do they have little or no knowledge about how to get the best from them. Taking a few personnel management/human resources courses at a local college will be an investment you won?t regret.

Giving Thanks - Chronicles of a Psychic Medium

Learning how to Write a Gratitude Journal and Actively Keeping one.

I am doing many new things this year to achieve optimal health and perfect health. One of my new endeavors is to start a Gratitude Journal and every day write about something I am grateful for.

In the February issue of Good Housekeeping Janice Kaplan wrote a great article about the words ?Thank you? and also how to Write a Gratitude Journal.

1. Commit to Happiness: Journaling is more effective if you first make the conscious decision to become more fulfilled and more grateful, research suggests. ?motivation to become happier plays a role.? Emmons explains.

2. Go for Depth over Breadth: Elaborating in detail about a particular thing for which you?re grateful- e.g., how thankful you are for your husbands repair of that broken faucet- carries more benefits than listing many things.

3. Make it Personal: Focus on people you?re grateful for, not things. And try subtraction, not just addition: Reflect on what your life would be like without certain blessings rather than just tallying up the good stuff.

4. Savor Surprises: Record events that were unexpected or surprising, as these tend to elicit stronger levels of gratitude. For inspiration, search ?community gratitude journal? at greatergood.berkeley.edu.

Secret Service dog's death in line of duty

A Secret Service dog fell to its death in New Orleans over the weekend while performing a sweep of a six-story parking garage. The garage was next to the Ritz Carlton where Vice President Joe Biden was speaking.

The bomb-sniffing dog, a Belgian Malinois, fell from the roof of the parking deck next to the hotel at approximately 6 p.m., New Orleans police told WWL-TV.

Biden was attending a fundraiser for Louisiana Sen. Mary Landrieu's re-election campaign.

Federal agents rushed the black and brown shepherd to Metairie Small Animal Hospital via motorcade, but veterinarians were unable to revive the dog, WWL reported.

According to CNN, the agency began using canines to detect explosives in 1975:

It uses Belgian Malinois because they are small and have short hair?making it easy for them to work in the heat. They are also very sociable. Each dog and its handler has to complete 20 weeks of training before beginning work, the agency said. When it's time for a dog to retire?usually after about 10 years?it is retired to its handler.

Secret Service spokesman Max Milien told the network the dog's death was a "tragic accident."

A look at notable deadly nightclub fires

A fire that swept through a crowded nightclub in southern Brazil early Sunday and killed at least 245 people appears to be the deadliest in more a decade. Here is a look at some of the biggest nightclub fires in the past century:

? A blaze at the Lame Horse nightclub in Perm, Russia, broke out in December 2009, when an indoor fireworks display ignited a plastic ceiling decorated with branches, killing 152.

? A December 2004 fire killed 194 people at an overcrowded working-class nightclub in Buenos Aires, Argentina, after a flare ignited ceiling foam.

? A nightclub fire in the U.S. state of Rhode Island in 2003 killed 100 people after pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling.

?In China's worst nightclub disaster in recent years, a fire blamed on a welding accident tore through a disco in the central city of Luoyang in December 2000, killing 309 people.

?A fire at the Ozone Disco Pub in 1996 in Quezon City, Philippines, killed 162 people, many of them students celebrating the end of the school year.

?In 1977, 165 people perished and more than 200 were injured when the Beverly Hills Supper Club in Southgate, Kentucky, which touted itself as the Showplace of the Nation, burned to the ground.

?A fire killed 492 people at Boston's Cocoanut Grove club in 1942, the deadliest nightclub blaze in U.S. history. The fire led to the enactment of requirements for sprinkler systems and accessible exits with emergency lights not linked to the regular lighting system.

?In 1940, a fire ignited the decorative Spanish moss draping the ceiling of the Rhythm Night Club in Natchez, Mississippi, killing 209 people. Hundreds of patrons ran to the only exit. The windows had been boarded shut to keep unwanted guests from sneaking in.

As you can see, this was a very, very short duel, mainly because it is just to illustrate the workings (and I was dueling myself...) I think the basic system is pretty easy to understand - Changes in LP are always bold, the turn markings are bold, and names of cards in italics. DRM in HTML5 | The Beautiful, Tormented Machine

A few days ago, a new proposal was put forward in the HTML Working Group (HTML WG) by Microsoft, Netflix, and Google to take DRM in HTML5 to the next stage of standardization at W3C. This triggered another uproar about the morality and ethics behind DRM and building it into the Web. There are good arguments about morality/ethics on both sides of the debate but ultimately, the HTML WG will decide whether or not to pursue the specification based on technical merit. I am a member of the HTML WG. I was also the founder of a start-up that focused on building a legal, peer-to-peer, content distribution network for music and movies. It employed DRM much like the current DRM in HTML5 proposal. During the course of 8 years of technical development, we had talks with many of the major record labels. I have first-hand knowledge of the problem, and building a technical solution to address the problem.

TL;DR: The Encrypted Media Extensions (DRM in HTML5) specification does not solve the problem the authors are attempting to solve, which is the protection of content from opportunistic or professional piracy. The HTML WG should not publish First Public Working Drafts that do not effectively address the primary goal of a specification.

The Problem

The fundamental problem that the Encrypted Media Extensions (EME) specification is attempting to solve is to find a way to reduce piracy (since eliminating piracy on the Web is an impossible problem to solve). This is a noble goal as there are many content creators and publishers that are directly impacted by piracy. These are not faceless corporations, they are people with families that depend on the income from their creations. It is with this thought in mind that I reviewed the specification on a technical basis to determine if it would lead to a reduction in piracy.

Review Notes for Encrypted Media Extensions (EME)

Introduction

The EME specification does not specify a DRM scheme in the specification, rather it explains the architecture for a DRM plug-in mechanism. This will lead to plug-in proliferation on the Web. Plugins are something that are detrimental to inter-operability because it is inevitable that the DRM plugin vendors will not be able to support all platforms at all times. So, some people will be able to view content, others will not.

A simple example of the problem is Silverlight by Microsoft. Take a look at the Plugin details for Silverlight, specifically, click on the ?System Requirements? tab. Silverlight is Microsoft?s creation. Microsoft is a HUGE corporation with very deep pockets. They can and have thrown a great deal of money at solving very hard problems. Even Microsoft does not support their flagship plugin on Internet Explorer 8 on older versions of their operating system and the latest version of Chrome on certain versions of Windows and Mac. If Microsoft can?t make their flagship Web plugin work across all major Operating Systems today, what chance does a much smaller DRM plugin company have?

The purpose of a standard is to increase inter-operability across all platforms. It has been demonstrated that plug-ins, on the whole, harm inter-operability in the long run. The one shining exception is Flash, but we should not mistake an exception for the rule. Also note that Flash is backed by Adobe, a gigantic multi-national corporation with very deep pockets.

1.1 Goals

The goals section does not state the actual purpose of the specification. It states meta-purposes like: ?Support a range of content security models, including software and hardware-based models? and ?Support a wide range of use cases.?. While those are sub-goals, the primary goal isn?t stated once in the Goals section. The only rational primary goal is to reduce the amount of opportunistic piracy on the Web. Links to piracy data collected over the last decade could help make the case that this is worth doing.

1.2.1. Content Decryption Module (CDM)

When we were working on our DRM system, we took almost exactly the same approach that the EME specification does. We had a plug-in system that allowed different DRM modules to be plugged into the system. We assumed that each DRM scheme had a shelf-life of about 2-3 months before it was defeated, so our system would rotate the DRM modules every 3 months. We had plans to create genetic algorithms that would encrypt and watermark data into the file stream and mutate the encryption mechanism every couple of months to keep the pirates busy. It was a very complicated system to keep working because one slip up in the DRM module meant that people couldn?t view the content they had purchased. We did get the system working in the end, but it was a nightmare to make sure that the DRM modules to decrypt the information were rotated often enough to be effective while ensuring that they worked across all platforms.

Having first-hand knowledge of how such a system works, it?s a pretty terrible idea for the Web because it takes a great deal of competence and coordination to pull something like this off. I would expect the larger Content Protection companies to not have an issue with this. The smaller Content Protection companies, however, will inevitably have issues with ensuring that their DRM modules work across all platforms.

The bulk of the specification

The bulk of the specification is what you would expect from a system like this, so I won?t go into the gory details. There were two major technical concerns I had while reading through the implementation notes.

The first is that key retrieval is handled by JavaScript code, which means that anybody using a browser could copy the key data. This means that if a key is sent in the clear, the likelihood that the DRM system could be compromised goes up considerably because the person that is pirating the content knows the details necessary to store and decrypt the content.

If the goal is to reduce opportunistic piracy, all keys should be encrypted so that snooping by the browser doesn?t result in the system being compromised. Otherwise, all you would need to do is install a plugin that shares all clear-text keys with something like Mega. Pirates could use those keys to then decrypt byte-streams that do not mutate between downloads. To my knowledge, most DRM?ed media delivery does not encrypt content on a per-download basis. So, the spec needs to make it very clear that opaque keys MUST be used when delivering media keys.

One of the DRM systems we built, which became the primary way we did things, would actually re-encrypt the byte stream for every download. So even if a key was compromised, you couldn?t use the key to decrypt any other downloads. This was massively computationally expensive, but since we were running a peer-to-peer network, the processing was pushed out to the people downloading stuff in the network and not our servers. Sharing of keys was not possible in our DRM system, so we could send the decryption keys in the clear. I doubt many of the Content Protection Networks will take this approach as it would massively spike the cost of delivering content.

6. Simple Decryption

The ?org.w3.clearkey? Key System indicates a plain-text clear (unencrypted) key will be used to decrypt the source. No additional client-side content protection is required.

Wow, what a fantastically bad idea.

  1. This sends the decryption key in the clear. This key can be captured by any Web browser plugin. That plugin can then share the decryption key and the byte stream with the world.
  2. It duplicates the purpose of Transport Layer Security (TLS).
  3. It doesn?t protect anything while adding a very complex way of shipping an encrypted byte stream from a Web server to a Web browser.

So. Bad. Seriously, there is nothing secure about this mechanism. It should be removed from the specification.

9.1. Use Cases: ?user is not an adversary?

This is not a technical issue, but I thought it would be important to point it out. This ?user is not an adversary? text can be found in the first question about use cases. It insinuates that people that listen to radio and watch movies online are potential adversaries. As a business owner, I think that?s a terrible way to frame your customers.

Thinking of the people that are using the technology that you?re specifying as ?adversaries? is also largely wrong. 99.999% of people using DRM-based systems to view content are doing it legally. The folks that are pirating content are not sitting down and viewing the DRM stream, they have acquired a non-DRM stream from somewhere else, like Mega or The Pirate Bay, and are watching that. This language is unnecessary and should be removed from the specification.

Conclusion

There are some fairly large security issues with the text of the current specification. Those can be fixed.

The real goal of this specification is to create a framework that will reduce content piracy. The specification has not put forward any mechanism that demonstrates that it would achieve this goal.

Here?s the problem with EME ? it?s easy to defeat. In the very worst case, there exist piracy rigs that allow you to point an HD video camera at a HD television and record the video and audio without any sort of DRM. That?s the DRM-free copy that will end up on Mega or the Pirate Bay. In practice, no DRM system has survived for more than a couple of years.

Content creators, if your content is popular, EME will not protect your content against a content pirate. Content publishers, your popular intellectual property will be no safer wrapped in anything that this specification can provide.

The proposal does not achieve the goal of the specification, it is not ready for First Public Working Draft publication via the HTML Working Group.

Today In School Closures... Detroit is slated to close even more schools, reports CBS. Enrollment in the Motor City has dwindled from 150,000 to a projected 40,000. "A deficit elimination plan obtained by The Detroit News says the district will close 28 schools [by 2016]," CBS reports. "The closures are?expected to save DPS about $13.4 million in operating expenses,?but hundreds of district employees will be out of a job." The Free Press has a letter from emergency manager Roy Roberts to the district's employees: DPS has "accelerated the time line for its return to complete fiscal stability," he wrote. But Roberts hasn't said which schools will be shuttered.

Kristof, Fan Of Pre-K? In his latest piece, New York Times columnist argues for the importance of early childhood education. "Something is profoundly wrong when we can point to 2-year-olds in this country and make a plausible bet about their long-term outcomes -- not based on their brains and capabilities, but on their ZIP codes," Kristof writes. We've still got about a month until Mobile World Congress spills forth an untold number of unseen smartphones, but Samsung's announced something a little early. The Galaxy Xcover 2 is its new ruggedized smartphone, with GPS and GLONASS pitching it directly at the adventurers among us. It's water resistant up to a depth of one meter and can hold its breath for 30 minutes, while a 4-inch WVGA display will beam out Android 4.1. Expect to see the same Motion UI features spotted on other Samsung devices recently, including the ability to overturn and mute incoming calls. It'll be powered by an as-yet unmentioned 1GHz dual-core processor, while a 5-megapixel camera will peer out the back. There's also physical camera button to ensure you don't miss any of your underwater adventures.

Samsung mention that the Xcover 2 will also pack a Cardio trainer Pro workout app, although there doesn't appear to be any hardware additions to augment the fitness program -- aside from a strap holder. No word yet on where the phone is expected to land, nor how much the jungle-ready slab might set you back, but we'll be sure to drop it on the ground in Barcelona in a few weeks time.

Court says EPA overestimates biofuels production

WASHINGTON (AP) ? A federal appeals court has ruled that the Environmental Protection Agency is overestimating the amount of fuel that can be produced from grasses, wood and other nonfood plants in an effort to promote a fledgling biofuels industry.

At issue is a 2007 renewable fuels law that requires a certain amount of those types of fuels, called cellulosic biofuels, to be mixed in with gasoline each year. Despite annual EPA projections that the industry would produce small amounts of the biofuels, none of that production materialized.

There have been high hopes in Washington that the cellulosic industry would take off as farmers, food manufacturers and others blamed the skyrocketing production of corn ethanol fuel for higher food prices. Those groups said the diversion of corn crops for fuel production raised prices for animal feed and eventually for consumers at the grocery store. Lawmakers hoped that nonfood sources like switchgrass or corn husks could be used instead, though the industry hadn't yet gotten off the ground.

The 2007 law mandated that billions of gallons of annual production of corn ethanol be mixed with gasoline, eventually transitioning those annual requirements to include more of the nonfood, cellulosic materials to produce the biofuels. As criticism of ethanol has increased, lawmakers and even Presidents George W. Bush and Barack Obama have talked of the cellulosic materials as the future of biofuels.

But the cellulosic industry stalled in the bad economy and still hasn't produced much. According to final EPA estimates, no cellulosic fuel was produced in 2010 or 2011. Last year's estimates aren't yet available.

"What you have in our industry is a technology that is ready to go but has had a hard time punching through commercially because of a very challenging global financial climate," said Brooke Coleman of the Advanced Ethanol Council, which represents companies trying to produce cellulosic fuel. Coleman said there are better hopes for 2013 as several plants are coming online.

The court faulted the EPA for setting last year's projections at 8.7 million gallons even though the two previous years had shown no production, and also for writing in the rule that "our intention is to balance such uncertainty with the objective of promoting growth in the industry."

Judge Stephen Williams on Friday threw out the too-high EPA estimates in response to a challenge filed by the American Petroleum Institute, which represents the oil industry.

Williams, an appointee of President Ronald Reagan, said the law was not intended to allow the EPA "let its aspirations for a self-fulfilling prophecy divert it from a neutral methodology."

The court rejected the oil industry's arguments that the EPA also should have lowered the total production requirement for renewable fuels once the cellulosic goals were not met, saying the EPA had authority to decide to maintain those requirements.

An EPA spokeswoman would only say the agency will "determine next steps." The oil industry praised the decision.

"The courts have reined in a mandate for biofuels that don't exist," said Bob Greco of the American Petroleum Institute. "It's a voice of reason."

A Day After Attacking Clinton, Rand Paul Grills Kerry

Yesterday Sen. Rand Paul (R., Ky.) told Secretary of State Hillary Clinton that if he were president, he would have fired her over her handling of the Benghazi crisis.

Today, in a confirmation hearing in which nearly every senator, Democrat and Republican, heaped glowing praise upon their colleague John Kerry (D., Mass.), who's been nominated for secretary of state, Sen. Rand Paul (R., Ky.) posed contentious questions to Kerry about the U.S.'s role on the world stage. It quickly became apparent that the two senators not only had different political opinions, but different world views. Rand seems to see the world in absolutes; Kerry maintains intervention in world affairs be judged on a case-by-case basis.

Paul, who was publicly critical of President Obama's authorizing U.S. action in Libya to help depose Mohamar Gadhafi, wanted to know Kerry's take on a president's authorizing military action without congressional approval. Kerry responded that, although he is a strong supporter of the War Powers Act, which requires the president to seek congressional authority to declare war, he also supports the right of a president to act in an emergency.

"I supported Ronald Reagan when he sent troops into Grenada. I supported George H.W. Bush when he sent troops into Panama. I supported President Clinton when, against the will of the Congress, he did what was needed to be done in Kosovo and Bosnia, so forth. And in this particular instance, I think the president behaved in that tradition," said Kerry.

Paul suggested Kerry is cherry-picking the Constitution. He pointedly asked Kerry to defend his anti-war stance in the 1970s against Richard Nixon's decision to bomb Cambodia, on the one hand, and President Obama's actions in Libya on the other. Kerry responded that the circumstances of the conflicts were different: Vietnam had been waging for years without Congressional approval, unlike the situation in Libya.

Paul was unmoved.

"Length of time, but similar circumstances: a bombing campaign unauthorized by Congress," he said. "See, the Constitution really doesn't give this kind of latitude to sometimes go to war and sometimes not go to war."

Kerry said he respected that position in theory, but in practice always requiring Congressional approval for every military action was not practical.

"You can be absolutist and apply it to every circumstance. The problem is, it just doesn't work in some instances," said Kerry. "When 10,000 people are about to be wiped out by a brutal dictator and you need to make a quick judgment about engagement, you certainly can't rely on a Congress that has proven itself unwilling to move after weeks and months."

The two men went on to spar over aid to Egypt, given Egyptian president Mohamed Morsi's comments from 2010 that have recently been made public calling Israelis "blood suckers" and "descendants of apes and pigs."

"Do you think it's wise to send them F-16s and Abrams tanks?" asked Paul.

Kerry called the comments "reprehensible" but again pointed to the fact that Egypt remains a critical lynchpin for a peaceful Middle East. The senator also pointed to the ways Morsi's administration has been helpful - supporting the peace agreement with Israel and working with the U.S. on security in the Sinai peninsula.

"This is always the complication in dealings in the international sector - not everything lends itself to a simple clarity, black/white, this/that every time," said Kerry.

Paul also pressed Kerry on whether he would support cutting Pakistan's aid if the country does not free Shakil Afridid, the Pakistani doctor serving 33 years in prison who was convicted of running a vaccine program in Abbottabad to help the U.S. obtain DNA from Osama bin Laden's relatives. Paul said Dr. Afridi's detention could act as a deterrent for future informants and that Pakistan, as an ally, should be cooperating.

Kerry again said that the relationship with Pakistan is complex, and pointed out the other ways the country has helped the U.S. in its war against terror.

"I intend to raise the issue of Dr. Afridi with them. I can promise you that," said Kerry. "But I am not going to recommend, nor do I think it is wise, for American policy to just cut our assistance. We need to build our relationship with the Pakistanis, not diminish it. "

Today's Super Bowl entertaining recipe: Chicken Salad with ...

First published in our files in 2006, this is not your usual choice for a Super Bowl party recipe. But it's a good dish, and different, so it's part of our two week extravaganza of Recipes from Our Files to celebrate the Super Bowl XVLII in New Orleans.

Chicken Salad with Cabbage and Mint

Makes 4 servings

4 cups chicken or vegetable broth or water

1 pound boneless skinless chicken breast (leftover chicken is fine; don't recook it)

2 tablespoons fish sauce

1 small head Napa, Savoy or green cabbage, cored and shredded

2 carrots, peeled and shredded

3/4 cup roughly chopped fresh mint, basil, cilantro or dill leaves

Salt and freshly ground black pepper to taste

1/2 teaspoon cayenne, or to taste

4 tablespoons freshly squeezed lime juice

Bring the stock to a boil in a medium saucepan over medium-high heat. Turn the heat to medium-low and add the chicken breast. Cook for about 10 minutes, or until the chicken breast is cooked through. Remove the meat; strain and reserve the stock for another use.

Cool the chicken; cut it into small pieces. Combine it with all but 1 teaspoon of the fish sauce, along with the cabbage, carrots, and 1/2 cup mint. Season with the salt, pepper and cayenne.

Dress the salad with the remaining fish sauce and the lime juice; mince the remaining mint and use as a garnish.

Japan faces nuclear shutdown for second time since Fukushima

TOKYO (Reuters) - Japan may face a total nuclear shutdown in the summer for the second time since the March 2011 Fukushima disaster as the country's two operating reactors close for maintenance and tough new safety checks keep the rest of the fleet offline.

That could force Japan to import even more fossil fuels for power generation, adding to an onerous energy bill that helped push the country into a record trade deficit in 2012.

"It is unlikely that any of the idled reactors will re-start prior to September due to ongoing investigations of seismic issues at certain plants and due to the fact that safety standards have still not been finalized by the Nuclear Regulation Authority," said Tom O'Sullivan, a Tokyo-based energy consultant.

"Local approvals will also be necessary for re-starts, adding a further layer of complication," he said.

The previous Democratic Party of Japan government's decision last June to restart two reactors weeks after the last full shutdown galvanized the country's previously dormant anti-nuclear movement, sparking the biggest demonstrations in decades and contributing to its downfall in elections in December.

Media surveys have shown a majority of Japanese want to abandon atomic energy by 2030, if not sooner, making the decision to restart even reactors deemed safe a risky proposition for the new Liberal Democratic Party government.

Utilities and the government, however, are keen to reduce expensive oil and gas imports. Japan is already the world's top liquefied natural gas (LNG) importer, and volumes rose 11.2 percent to a record 87.31 million metric tons in 2012 from a year earlier, according to government data. That is more than one third of global trade of about 240 million metric tons in LNG in 2011.

Crude oil imports rose 2 percent in 2012 to 3.66 million barrels a day, from a 22-year low in 2011. Thermal coal imports were up 6.5 percent to 107.7 million metric tons.

The NRA, set up in September last year with more independence than its predecessor, this week released a draft of tough new rules that nuclear operators must comply with to get reactors approved for restart. These may delay any restarts further. The NRA say it will finalize the safety standards by July.

"In terms of earthquakes and tsunamis, I'm sure our safety standards will be the toughest in the world," NRA chief Shunichi Tanaka said at a regular news conference on Wednesday.

Tanaka earlier warned the government its three-year deadline to carry out safety checks of reactors is too ambitious.

The only two of Japan's 50 nuclear plants operating are both at Kansai Electric Power's Ohi plant in western Japan, and must be for shut for maintenance 13 months after resuming commercial operations, according to Japanese law.

That means they will be idled by the middle of September, according to Kansai Electric spokesman Takahiro Senoh.

The Fukushima disaster, the worst nuclear accident in the world in a quarter century, prompted the gradual shutdown of all Japan's nuclear reactors until there were none left operating in May 2012, leaving the country without atomic power for the first time since 1970.
