PAJU, South Korea (AP) ? North Korea on Monday approved the withdrawal of most of the remaining South Korean personnel at a jointly run industrial park in the North, South Korean officials said, with a final seven set to stay behind to negotiate unpaid wages for North Korean workers.
Officials in Seoul said 43 South Koreans would leave as soon as officials arranged vehicles to carry them across the border, but it wasn't immediately known when the wage negotiations would take place and the remaining seven South Koreans would return home.
The departure of the last South Koreans would empty out the complex, located just across the border in the North Korean town of Kaesong, for the first time since it opened in 2004 and possibly lead to the permanent closure of the last symbol of inter-Korean cooperation.
Amid high tensions, North Korea suspended operations at Kaesong in early April, withdrawing all of its 53,000 workers and barring South Korean factory managers and trucks with supplies from entering the complex. It was the most significant action taken by North Korea as it sought to show its anger over South Korean-U.S. military drills and U.N. sanctions imposed over Pyongyang's February nuclear test, its third.
North Korea's accompanying torrent of warlike rhetoric included threats to launch nuclear strikes on the U.S., although it has recently shown some tentative signs of willingness to talk.
South Korea began withdrawing its remaining nationals from Kaesong on Saturday, citing a shortage of food and medicine for them, after North Korea rejected an offer to hold talks on the complex.
Kaesong, which combines South Korean knowhow and technology with cheap North Korean labor, is the last remaining cooperation project between the Koreas. The Korean Peninsula officially remains at war because the 1950-53 Korean War ended with an armistice, not a peace treaty.
Other collaborative programs, including tours from South Korea to a scenic North Korean mountain, have been stalled in recent years because of confrontation between the rival Koreas.

Make way for another major update to the LinkedIn platform: today the company is relaunching its Contacts section as a smart contact management system that will let users link up and integrate connections on LinkedIn with those from Google, Yahoo and Microsoft apps; Evernote; TripIt; your iPhone and more, and then serve as a “personal assistant” to help manage the interactions you make with them. Along with this, LinkedIn is launching a Contacts app for the iPhone — its third standalone app in addition to LinkedIn itself and business card scanner CardMunch, and the first time that LinkedIn has broken out one feature of its platform in its own app. Sachin Rekhi, the creator of Contacts, says that access to the new Contacts will come in stages: first to a limited number of users in the U.S., then to the rest of the country, and then to the rest of LinkedIn’s user base worldwide. The iPhone app, meanwhile, will be free to download and use with no specific plans for monetizing at the moment. As a point of comparison, the company’s new iPhone and Android apps, introduced last week, are now running a limited number of mobile ads. Contacts is the first big product to come out of LinkedIn’s October 2011 acquisition of Connected, the smart contacts management platform it bought to “revolutionize contact management” on LinkedIn. Rekhi, the product lead for Contacts, was one of the co-founders of Connected. The main idea behind it is to help LinkedIn become more of a platform for managing and interacting with people you know through work. In turn, this will (LinkedIn hopes) increase the amount of time that users spend on LinkedIn as a whole. While some of LinkedIn’s recent updates — for example, the new Recruiter pages — may be aimed more at “power users” (and paying users) of the platform, Contacts has a more universal feel to it. We all face the same problems: we connect with people in different ways online, and this is an offering to manage that in a better and smarter way. While the time spent in apps may be starting to challenge television, mobile analytics firm Flurry examined today what it takes to reach a TV-sized audience on mobile, comparing U.S. app usage to traditional media as well as to other online audience measurements. During “primetime,” which for apps also includes those “after-work” hours of around 7 to 10 p.m., app usage among the top 250 iOS and Android applications spikes to a peak of 52 million consumers, the company found. App usage tends to drop off overnight, and weekends see higher daytime app usage through the day (9-5). During the normal workday, people use apps at least 75 percent as much as on weekends, the data shows. Of course, this is collective usage. In order to target an audience that size using traditional media, you would need to combine the audiences of the three most highly rated primetime TV shows on a good week, says Flurry. Or you’d have to combine the circulation of the largest 200 weekend newspapers in the U.S. “We believe this comparison says a couple of important things about the app audience: first that it has reached critical mass, and second that it is still highly fragmented relative to more traditional forms of media,” notes Flurry head of research Mary Ellen Gordon?on the company blog. The firm also noted that reaching the key 18 to 49-year-old demographic using traditional media will become increasingly difficult as they turn towards digital media more. Flurry cited a report from Morgan Stanley, which showed that there has been a 50 percent decline in TV audience ratings since 2002, illustrating this point. For what it’s worth, Netflix CEO Reed Hastings pointed to this same trend in a mission statement released yesterday, noting specifically that we’re moving towards a time when apps will replace channels. “Existing networks that fail to develop first-class apps will lose viewing and revenue,” Hastings said. It may be some time yet until that transition completes (if you even believe in this “either/or” scenario, that is). But meanwhile, when app usage is compared with the Internet audience using desktops and laptops, things are more even.?During February, for example, Flurry saw 224 million monthly actives using mobile apps in the U.S. That same month, comScore reported 221 million desktop and laptop users of the top 50 U.S. digital properties.
